Household vacuum cleaners exported to the European Union need to pass CE certification, focusing on compliance with the energy labeling requirements of the EU No 665/2013 regulation, including energy efficiency ratings (A-G), dust re-release ratings, and hard floor/carpet cleaning performance ratings. Export to the U.S. market needs to pass UL 1017 safety certification, the core test items include: the temperature rise of the shell of the motor after 4 hours of continuous operation ≤ 65K; 1500V AC voltage withstand test for 1 minute without breakdown; 1 meter height drop three times and still work normally.

The performance test should refer to the IEC 60704-2-1:2020 noise standard (sound power level of household vacuum cleaners ≤70dB (A)) and EN 1822/EN 779 filtration standard, in which the filtration efficiency of the HEPA filter for 0.3 micron particles should be ≥99.97%.

Two,Detailed inspection process

Vacuum cleaner final inspection requires product 100% production completion and at least 80% packaging completion.

(i) Pre-preparation and packaging inspection

  1. Equipment preparation: need to be equipped with power meter, accuracy ±1dB noise meter, 500V megohmmeter, high voltage tester and tape measure, all the equipment must be in the validity of the verification.
  2. Outer box inspection: the outer box is free of damage and pollution, and the marking information (name, model, batch, quantity, export destination) is completely consistent with the order; the stacking marking is clear and in line with the transportation and storage requirements.
  3. Inner packaging inspection: color box printing is clear without blurring, cushioning materials (such as foam, bubble wrap) is sufficient to ensure that the product is not transported damage; multi-language instruction manuals need to include the official language of the sales region, and home safety warnings (such as children do not touch, prohibit inhalation of flammable substances) clear and complete; bags need to be printed with choking warnings and reserved breathable holes.

(ii) Appearance and fittings integrity checks

Appearance quality:

  1. The surface of the fuselage is free of scratches (acceptable scratch length ≤ 0.5mm), dents or paint loss, and the plastic parts are free of injection molding defects such as shrink marks and flying edges.
  2. The joints are tight and even, the gap is ≤0.3mm, and the operating parts such as buttons and knobs are not loose.
  3. Clear and durable markings, including model number, rated voltage (to match the voltage standard of the sales area), power, CCC/CE and other certification marks and manufacturer information.

Accessory check: check the completeness of the accessories against the packing list, which needs to be included:

  1. Basic nozzles (floor nozzles, carpet nozzles), crevice nozzles, brush nozzles and other commonly used accessories.
  2. The hose (length ≥ 2.5 meters) and extension tube are firmly connected without cracks or deformation.
  3. Filtering components such as HEPA filters should be packaged separately with certification markings and model number matching the machine.
  4. The power cord is ≥ 5 meters long, the insulation is not damaged, and the plug complies with the standards of the region where it is sold (e.g., EU Type C, U.S. Type A/B).

(iii) Electrical safety testing

  1. Insulation resistance test: Use 500V MΩ meter to measure the insulation resistance between energized parts and accessible metal, the result should be ≥2MΩ.
  2. Voltage withstand test: Apply 1500V AC voltage for 1 minute without breakdown or flashover.
  3. Ground resistance test (metal body products): resistance between ground terminal and body ≤ 0.1Ω.
  4. Leakage current test: leakage current ≤ 0.75mA under normal working condition.

Battery safety for wireless models:

  1. Temperature rise of the body during charging ≤ 20K, no overheating.
  2. The battery protection circuit can effectively cut off the power supply under over-charging and over-discharging conditions.
  3. Batteries are clearly labeled and contain capacity, nominal voltage, date of manufacture and safety warnings.

(iv) Functional performance testing

Basic functionality testing:

  1. Switching test: 3 consecutive switching operations are smooth, no lag or delay.
  2. Mode switching: Power / Energy Saving / Auto and other gear switching is normal, the indicator light or display feedback is accurate.
  3. Suction test: Spread 10g of standard dust (0.1-0.5mm particles) on a standard Wilton carpet, cleaning efficiency ≥ 80%; hard floor surfaces are cleaned without residue.
  4. Suction continuity: 30 minutes of continuous operation (wired model) or full power operation in strong mode (wireless model), suction attenuation ≤ 10%.
  5. Filtration system test: the use of particle counters to detect the air outlet, 0.3μm particles retention rate ≥ 99.5%; filter installation is solid, easy to disassemble and clean, no dust leakage.
  6. Noise test: Measured at a distance of 1 meter from the machine in a semi-anechoic chamber, sound power level ≤ 70dB (A), no abnormal noise during operation.
  7. Endurance and charging of the wireless model: the running time of the strong gear under full power state is not less than 90% of the nominal value; the charging time from power depletion to full power is ≤3 hours, and there is no abnormal heating in the charging process.
  8. Accessory suitability: each nozzle is firmly connected to the main unit/extension tube, no tools are needed for switching, and there is no air leakage or detachment during use.

III. Determination and reporting of inspection results

(i) Criteria for determining non-conformity

  1. Failed electrical safety tests (e.g., voltage breakdown, substandard insulation resistance, poor grounding).
  2. The suction efficiency is lower than the standard value of 15% or more, or the cleaning residue significantly affects the household cleaning effect.
  3. The filtration efficiency of HEPA filter is not up to standard, and the particle retention rate at the air outlet is <99.5%.
  4. Abnormal battery charging (overheating, unable to fill) or lower than nominal range 70% for wireless models.
  5. There are structural defects in the airframe (e.g., cracks, detached parts) that may lead to safety hazards in use.

(ii) Elements of the inspection report

  1. Basic information: product model, time and place of inspection, number of samples.
  2. Test data: Record item by item the measured values of appearance, safety and function tests compared with the standard values.
  3. Defect record: description of the problem (with photos), location identification, severity (minor / average / severe).
  4. Conclusion Recommendation: pass/fail judgment, serious defects need to clarify the rectification requirements and re-inspection standards.
